This is copper but has some evidence of being plated, it is almost 6" long. It was pretty mangled but spent some time to straighten it out. Upon retrieveal I thought it might be serving utensil of some sort. After cleaning, I thought it might be a kids mirror but the artwork on the top and handle don't match with that.

The top has a depiction of wooden fence, tree and house. 4 men in the foreground sitting on wooden stools or barrels. 3 of them seated at a table, 2 of them with their hands raised as in a toast or celebration.

The handle has a vertical depiction. The top is a wind mill and a small building on a path, leading down to a tree with a dancing couple, a wooden fence below that.

Keen to get feedback on what it is, when it was made etc. Thanks for peeking at my mysteries and any help is appreciated.

Magnifying glass frame? I agree that it is too small for a hand mirror.

thanks for the direction, I will definitely check that out. Previously didn't see many mirrors without a back but it may just be missing. Much appreciated

Could possibly still be a mirror. Kids had more ornate things back then. Look at Victorian era travel vanity kits, some of the mirrors are small.

Added: Went to edit my previous post and fat fingered the keyboard and deleted it instead.

I would agree...IMO it's a very old mirror w/o it's glass.

Having a mirror like that would have likely been a precious
possession for many ladies of that era.

It looks like the men on the top right are drinking beer. That might make it a man's mirror.
