Back in the 60's and 70's most key chains had the same kind of ring and chain. You could put your keys on it and snap it closed and they wouldn't come off until you snaped it open. My first key chain was like that, except it didn't have a battery tester on it, it had First National Bank. The other guys got the id. I too think it's a battery tester, but, it's also a key chain.

not to mention a tester like this would be for a certain voltage
