Got this quarter playing bingo yesterday not sure if it’s a bad stamp or what it is could someone help me

It's just damaged, either intentionally by someone peening the edge, or it may be a dryer coin. Coins can be caught in the drums of commercial dryers, causing this type of damage.
 

it is not particularly unusual. I typically find ten or so in a box of quarters.

Time for more coffee.
