Flat button ID

I posted this in today's finds, thought maybe it would be best to post it here.

The front has a crown and a pair of hands shaking hands, not sure if the bottom is writing or is just scratched gilt.

The crown has me wondering if there is anything significant about it.... Any thoughts?
