They are Officially "Counterfeit".

9. to simulate.

for all intents & Purposes they are Counterfeit & Illegal .
If they are illegal to Own, I don't know. But they are definitely Illegal to pass off as Real. and would be confiscated if seen by an official.
as far as the empty Metal Cases. They can probably be kept as you can't
try to spend a metal case. but I don't know for sure.

and again... for something that is described :

they sure put allot of work out to do this on such a large Scale.
real counterfeiters with that big of an operation would have done their homework,
and printed Hundreds & 50's . Not enough hundred thousand dollar bills & bonds
to pay off the National Debt in 2015
I think Yes they were produced by a Government.
Most likely they were produced at the direction of the U.S. government as a scam against the Philippians
that could easily be reneged on .
maybe payment to put a Base & airstrip on the island.
and because of this.
Yes they are Declared Counterfeit by the Secret Service & every Branch of U.S. government.
so even if you were there as they printed them, they were essentially printing counterfeit
bills & cases .
I find this interesting. Having read back through several threads on this sort of thing on here, everybody is so quick to jump in and insist that they are all modern fabrications. Most of them I'm sure are. There are however, financial instruments out there that were either issued by the US government, or backed by them, that the government will in no way give any legitimacy to. If they admit they are real, then they are responsible for paying off on them. That being said, I'd say that 99%+ are fake, and you are not going to get payed off on the real ones.
