When I was a little kid a friends Grand parents were missionary's from New Guinea I think it was. They had two shrunken heads. We would sneak into the library and play with them. I remember the eyes and mouth being stitched . They looked real and were a little smaller than a baseball. They also had a hemp like cord out of the top to attach them their waste or hang them up.

Thing is this guy has collected a very long time. He knows the laws and hopefully he played by them. I heard/read some big collectors turned their attention to outside the USA for the very reason to what is happening to this gentleman. One day what you are collecting is legal and the next day it is not. But what you did yesterday is grandfathered in from that point forward. So it is ok. It is important that we know the laws of our hobby and stay abreast of recent developments .
It is against the law to remove a 1964 penny from "Federal" land according to the laws. This includes picnic areas.
