I am not sure but am thinking this is either a tractor weight or an implement weight. Its is about 2.5 inches thick.
 

Four pounds is not much for a weight. The three holes on the inside makes me think rods or shafts were mounted in it. maybe a end plate housing cover etc.?

Maybe a windmill counter weight? I was sent once to a trade show some time ago held at a museum all about old farm windmills in Lubbock, Texas. Not sure that's what ya got, but they are definitely something a detectorists should be looking for at old farm sites, as some of the figural weights are rare and worth thousands of dollars. This is a photo of some of the weights that museum had on display.

It may be a wheel weight for a plow. We have an old (1930's?) rubber tire plow that has outer and smaller inner wheel weights.
