Don't pay any attention to the Christmas ornaments. I'm new to this and those are circa Dec of 2012.

Is it a buggy wrench? An axle wrench for buggies or wagons?

The head is made to fit a square head bolt or nut, and predates bolts and nuts with hex heads.

I thought wrench but why would it have a stop collar on it and be so small. Is a buggy wrench that small. I've never seen one but it was found near what was a very popular river ford and the site a revolutionary war skirmish.

Y'all I'm liking the buggy wrench idea. Maybe the stop collar was for a storage hole or something. Google had a lot of pics that were close to this.

Miniature oar lock? No, I suppose not. But my guess would be that rather than a wooden handle you needed an extension bar that slid over the existing handle, as that short handle wouldn't give you the leverage you need for a rusty 1" nut.
