Electrolysis Questions

Should the item that I want to clean be attached to the Cathode (Hydrogen) or the Anode (Oxygen) side of the circuit?

Also would it be better to have higher Voltage? or Higher Amperage?

I am testing it right now with 18.5V 4.9A DC, but I have a 9000V DC transformer lying around as well...
