Case Study: I recently sold a camera to a buyer with over 2000 100% Positive Ratings (all buyer get positives, Ebay crap). A few minor requests had me wondering, "Please send to this address... and put this ref. # right next to my name. Also, please insure Item is extra packaged." Not game changer questions, but enough for me to take a look at his Feedback. Sure enough great feedback from others, but 5 of last 10 he left were Negative! Sellers comment were thankfully very detailed, this was not a good buyer.
Outcome: Issued refund, sent message and requested cancelation.
Final Recommendation: Regardless of their Feedback Rating, take the time to visit the buyers Feedback Summary and look up Feedback Left For Other.
