WHat about a bottom picture and a top picture also ?
 

Could it possibly be the top of a small flag staff ?

Actually, I am wondering whether it could be the tip of an expensive umbrella or the curved handle of a cane. The hole suggests that a nail was used to hold it in place. The short length and the fact that it was made of silver suggests it was not designed for ground contact.
 

I think the hole in the side was to hold it on something
