My guess is a fantasy piece. Looks like the dragon may have feathered wings rather than scaled wings (more European style dragons have feathered wings). It's not significant historically at least from what Im seeing for example some military regiment that had a dragon logo on its gear, etc. It's a more modern piece. Could be wrong but that's what I think.

Thanks for the reply. I wish I knew more about the find details. I do know it was found in a area that has some rich history.

It's a ladies sash buckle, probably circa 1910-1930, a very nice one at that!! They are great pieces, but not worth much except as nice finds.
