Doll part?

Eyeballed this at a mini dump in our neighbor's woods. Thought it was part of a cup until I cleaned it up better. My daughter says, "Looks like part of a ceramic figure." I believe she is right but wondered if any one could give me a better idea of what exactly it is.

Agreed, doll body, may have been painted. Looks like it may have been a "sailor".
