Dog tag? Tree tag? Civil war relic?

I found this tag in central Georgia today. It's a tad larger than a US quarter. I've had a few suggest it may be a tree tag, but it seems strange to have "Georgia" labeled at the top of a tree tag. Furthermore, this tag has two holes.

I can read "Georgia" and "38741" and there is some illegible writing under the number and near the edges. The back is blank.

Any ideas?
