a lot have red "tint" which I think has come from what I think is red felt lining in the remains of the "container" they were in.

You might be right but I think that it may have being laying under or on top of a piece of iron, copper or bronze and just recently was dislodged.

I agree with huntsman on the discoloration. It is most likely rust or copper staining from what it laid against. If it hadn't there wouldn't be much of a coin left to see!
These look like 1 or 2 reales in denomination, so I don't see them as being part of any kind of gov't payment. The dates sure do make things more interesting. Could be "pirate" or could be a merchantman or could be a private vessel transporting someones wealth.
The only wreck I can think of that would have coins with 80 years between mint dates would be pirate ship. That might be why there are no documented wrecks. To my knowledge, queen Ann's revenge is the only pirate ship ever located. I think it freakin cool man. I wish I was there.
Due to the route it was apparently on, it could also have easily been a Slave Trade ship that had recently gotten paid and was on its way back to Africa! However, would they have had a bunch of sewer pipes on board?
