Can anyone can help me with this clue: In Public I ride on, the legacy of an enormous vision, the first of many one of whom we mourn today"

For more context I am currently playing a treasure hunt that is called Grail99 that it just going to start, since this game started in Boston but now they are even allowed anyone to play I am unsure if this refers to a local Boston clue or other states.
