POSSIBLY PRE WW II - WHEN THE WAR BROKE OUT THEY STOPPED USING BRASS AND COPPER FOR SUCH ITEMS
THOSE METALS WENT TO THE WAR EFFORT TO MAKE SHELLS AND MILITARY ITEMS - UNIFORM BUTTONS WERE MADE FROM BRASS

Hard to say exactly.

We usually call these underwear buttons. Sometimes used to button the fly of your trousers - from the days before elastic and zippers.

It could be anytime from the mid 19th C to the early 20th.
