Dodd-Frank Act..new law to take effect July 15th, 2011

Sorry if this has been discussed before, but I'm just now finding out about it.
No retail "over the counter" silver or gold trading will be allowed after July 15th?
Can someone with legal knowledge, please explain this in laymans terms?
I don't like the way it sounds.

It says this is to further regulate futures trading & gold & silver transactions completed within 28 days will be exempt. So for average investor, no change. Best wishes, George (MN)
