✅ SOLVED Do you speak Russian? Help identify this Token.

I found this today. After doing some googling I figured out it may be a token from Russia.
Unfortunately, everything i am finding on the token is written in Russian!
My question is...what is it for and how old might it be?

Here is the front and back...very close with only a few differences in words at the top.

The city is Nizhny Novgorod and Numista lists it as being 1992-2010. Definitely not an everyday find, wonder how the token ended up here?
