Dedication of Roosevelt Dam 1911

Not sure what this is. I first thought it was a key fob, but after cleaning it up I can't figure any way it was hung or attached. I assume its a souvenir badge, but can't find any Intel on this piece itself. Say Dedication of Roosevelt Dam, March 18 1911, The Bear Drug Store. Does anyone have any ideas or info on the badge or the Bear Drug Store.

Looks like a fob, Look close and see if it looks broken between the bears.

I talked to an expert on Arizona artifacts, he says he's seen a few of these before but are definitely considered scarce! It should have a pin on the back but this one has broken off, and is made of brass. Says the rough value in this condition may be around $30 or more.
