CW era or farm? Metal w/loop

Any ideas on this one. I found it on the farm property I've been searching. It was close to the CW era relics I've been digging up. Something for a horse? Wagon? Farm equip?
No writing on it anywhere.

I know most horse pickets I've seen have some kind of swivel-deal on top, so I don't think it's that... see example below:
