Id throw it back into the water, it probably went with a loved one ashes.........
 

ashes of the dead have those stainles steel "tags' placed in them to help ID the ashes - because once your burnt into ashes everyone looks alike * --so when the creamators get a body to burn they attach a numbered "toe tag" to prevent the mix up of ashes --when the body is burnt the tag is removed and then as the ashes from that body is gathered up the tag is placed within the ashes in the storage bag / box for turning over to the next of kin --when the next of kin "dumps" their loved ones ashes *its often at a "public" beach or bit of woods -- often its a place that meant something to the departed --- the tags go with the " dumped" ashes into the water --some spots in florida have a lot of "old folks' --and since creamation is the cheapest way to legally "get rid" of a body lots of the "old folks' wind up being burnt up and their ashes dumped into the ocean - the ocean often "returns" the tabs to shore --most MDers throw them back as they feel its bad karma to keep them ( as you say --"creepy" )
