My guess is a wheel off a belt drive, similar to a serpentine belt setup. Maybe the threads aren't threads but grooves where a grooved belt sits in but on a smaller scale.

This appears do be bigger than a quarter, maybe a half dollar in size; right? ???

I agree that's why I re-evaluated my theory of the hydrant...but some of the older ones do have small plugs in them!

It does look like a serpentine belt pulley. But I dont know if they make miniatures. I would like to see another pic after cleaning.

Grey arrow....is this plugged or is it dirt? Red arrow.....Is this some kind of a pin or lever?

Oddly enough it struck me that it might be a part of an old gas burning lamp?

the red arrow points to a set screw that would keep it from uscrewing its self, which makes me think its not normally screwed in all the way, plus the small vent holes tells me its part of some type of adjustment for a flow regulator I am thinking some type of factory set appliance regulator

I missed placed the darn thing, Recently put in a wood floor and had to move everything. The red arrow is pointing to what could be a vent. I believe the hole does go though and the coin is a dime.
