Could this be military related?

I have seen similar items identified as regimental hat insignia pins. But, the ones I've seen appear to be die stamped. This one has pins on the back similar to those found on common horse tack. It appears to be made of brass and is quite solid and heavy for its size (approx. 1 1/2" tall). There is still some fabric attached, either cloth or leather?

It was found on an old abandoned cart path in an era that has produced relics from the 18th &19th centuries.

Any ideas?
