🔎 UNIDENTIFIED Could this be a bag seal?

Found this in New Mexico and I have had this in vinegar for a couple of days. You know how the vinegar bubbles up? This one doesn’t react to anything. I have some oxalic acid that I use to take off rust and muck off rocks. Would this clean off the rust on this? Thanks for looking. It measures approx. 1-1.5” long and about 1/2” wide.

Though I have never seen one like that, I would guess it is a cloth seal rather than a bag seal...if in fact it is a seal.

Could be a fold over seal that has not been used?

Well. It’s pretty interesting. I swear I can see embossed lettering on both sides. At first when I picked it up I thought it was going to be a “pull off” tab from a recent can of something.
Any suggestions on how to get the rust off without damaging it? Dremel? I mentioned the acid that I use on rocks……just throwing out some ideas…..got any?
