✅ SOLVED Copper\Brass swivel rigging maybe?

A good friend of mine made this eyeball find under their porch when they were renovating it. Their house was built in the late 1890's. To me, it looks handmade. The holes are drilled off center and there isn't much symmetry to it. The top swivel piece has a cool screw that you can take off to remove it.




Any ideas??

It is not "just a bell clapper"...
It is a Ships bell clapper...
Also it is not brass...
It is bronze... In my opinion.
