conversation piece

this is about 5 1/2in tall and 4in wide 1/2 3/4 thick i had it acid tested and it was at least sterling. what is this? ash tray? just a conversation piece? no markings of who made it.

at about the 8 o'clock position in the bottom photo, it looks like some lettering of some sort

Years ago my father gave me a toke with the exact same image. Heads and "tails". It is a novelty piece but unusual if it is silver. By any chance is there evidence of a look on the top of the item. Being silver it could be a watch fob.
