Colonial Navy Cuff Button?

I found this about a year ago and my guess was it was a colonial cuff from the navy? Am I right?

I have a couple, narrowed it down to Royal Navy. There were lots of British artifacts where I found them, Nice

I think of them as both. Civilian made & sailor worn, but not military issued.
