No... IMO.. anyway... "center bar buckle"... actually a "halter" buckle.

Still made and popular today.

AARC is correct. Knee buckles had frail metal pins to hold the tiny tongue and chape in place. They are usually missing from the buckle, since they were made of steel (most of the time).
