Collapsable Pen Thingie - Trench Art?

I found this with my detector around an old estate in NY. It appears to be a portable quill ink pen.
There is an ink reservoir at the bottom, and the upper column unscrews to make the ink available.
Two additional brass cylinders inside the outer cylinder press/fit together to make a pen of acceptable length. There is "P.O" pressed into the bottom of the inkwell.
There is also a surrounding group of letters which are not very clear one of them might be "Revel"
There is a quarter for reference in the pictures.
Can anyone tell me the approx. age, or anything about this interesting curio?

Now that is some find! never thought that there would have been a portable pen, sort of mind boggling.
What other sort of finds will come to light that I/We haven't thought about?

P.O. Post Office ?
My guess on age is around 1900.
