Coin or medal? I am clueless.

I was visiting a friend Saturday and he brought this out and gave it to me. He had found it in a box of things when his grandfather had passed away. I am always getting things and most of the time can ID them. I am stumped on this one.
Sooo Here it is: 1-3/8 inches dia. thickness of about a dime or a hair thicker. It looks like someone may have struck it with a nail to put a hole in it, but then did not finish. It appears to be brass or bronze that was once silver plated, perhaps. I'm guessing Italy? Says ROMA and a numerial date cant make out.

The coat check was humor, above was the serious post. There wasn't enough information for me to make anything but an educated guess.
