I found this a long time ago on a Texas beach. It is almost exactly the size of of quarter. It is non-magnetic and looks the same on both sides. I don't think it is a coin, however, it is coinish. I thought it must be a washer but it is non-magnetic. It has "dots" on it that are paired concave on one side and convex on the other.

I would guess it to be a keyhole escutcheon, a metal plate that would be mounted on wood to protect it (and decorate) the spot where the key is inserted into a lock which would be mortised into the wood. Just a guess.
