IDK for sure, but it makes me think of vintage perfume atomizer with a diaphragm pump instead of the squeeze ball type? Maybe part of a small purse type atomizer, missing the push part and rubber diaphragm inside

After some crazy Googling I found this. Georgian watch key...looks pretty darn close! Mine even has the scar on top where the loop post would have been.
