City of New Orleans button ID needed

How coincidental. Went back this afternoon after Mardi Gras-ing a little bit and found this button. It's a two piece with the inscription " city of New Orleans" around the rim. Not sure what's in the middle. Any info greatly appreciated.

I have checked VanCourts books on transit buttons, and railroad buttons, but it isn't in either. Must be a city municipal uniform button of some sort. Very nice historical find.

I've googled around. It's a city of New Orleans police button made by Waterbury. Just don't know the time frame.
