Heres how I would do it
Step one - getting above the target
String small helium ballons like a string of pearls. One on the end a foot below that another so on and so on until you got the lift to carry a camera. the small size will allow the wind to go around them instead of pushing them off target or down to the ground. Of course the less windy the better.
step two getting the height
You'll need to be able to spool out and in fast to adjust for the wind. Rig up a giant spool with any large round object. fishing line or kite string will give lots of length to let it go real high
step three the camera
go to a camera shop and find a camera that has a time delay with multiple photos. attach it to the lowest balloon with it pointing down. Even an older 35mm can take great pictures and you might find an bargin.
