Can someone help me with this heirloom?

This is a old family heirloom that my parents currently own and they know nothing about it. I think it is silver and seems very old. Dose have some hallmark like things on the bottom but could not ID them. image.webpimage.webpimage.webpimage.webp
 

That would be a nice thing if it were carefully polished up.

It’s a Persian (now Iran) hallmark for .840 fine silver. The smaller mark reads ‘84’ in Parsi. The other mark will give you the maker and city but I’m no expert on this kind of silver. I believe this type of mark first appeared in the late 1800s and after about 1890 the Parsi numbers were commonly accompanied by ‘84’ in Western characters, so my guess would be 1880-1890ish.

One thing I should have remembered (brain doesn't work as fast these days).

The Persian silver standard of old was borrowed from Russia. That system was based on a now obsolete unit of weight known as the 'zolotnik', which was originally 1/96 of a Troy pound. So, '84' silver was 84/96 zolotniki which equates to .875 fine in Western terms.
