The handle is over 6 feet long the claws or tongs are probably 10 to 12 inches long each having 2 teeth.

Used in this fashion it appears that it could be 'ratcheted' along a length of chain, alternating purchase between the two 'dogs' to progressively increase tension with each link gained.........

Diggem' all I can do is say once more, look at the fencing link I posted. It would save a lot of time. You don't stretch a metal fence with a claw, you use a bar and attach the bar to a come-along with a chain. That picture of Chagys' is cropped and all you can see is the ratchet, and our object has no ratchet only a manual throw of not very much and it would twist. Wrong tool for the job, like trying to remove a nut with a hammer, you can do it but you destroy the nut. Check out the fencing link I posted, O.K.?
