Think you might be right...the pin is threaded.

Looks like what's left of a small pulley assembly, I've seen similar on window shades.

I can see signs of a makers mark on it, would be legible with a touch of cleaning.
Edit: on the side with the hole, rather than the side with what I'm guessing will turn out to be a puncher.
But I totally saw it as a loupe magnifier until I looked up those chick toe punches!
