I'd say affirmative on the lead pencil, cool find. The disk could have been made to be a game piece of some sort.

No question about it.

I'm a Civil War re-enactor and during the 4 years of the 150th commemorations I wrote a series of 25 letters from the field as my character. I wrote several using a lead pencil I made from one of my dug bullets. They write nicely but tend to dull quickly. Yours must be a Yankee pencil. I've only seen ones that were hammered out and rolled. Was yours poured? Are there any seams on it?
