C N O 2o Puesto F D A Q Unknown Medal - Need ID

One side shows Lady with looks like branch with leaves in right hand & large leaf or feather in left hand. The Medal looks like it may be silver, but is not marked, its 35mm with loop attached. The tiny lite marks at bottom right on CNO side look like just scratches. Appreciate any information on this medal. Google search only found CNO = "Chief of Naval Operations". And FDAQ = "The Fear of Daily Activities Questionnaire". Puesto = City in Argentina and many other definitions. What do you think?

Spanish language oriented, I believe it is an award/medal for possibly a second place in something.

The 2 with undercored 0 = segundo (second). Puesto = position So, yes; 2nd place.

"Honor Al Merito" = pretty much what it sounds like; a kind of distinguished service award (medals, diplomas, etc.).

"15 Sep 1950" search brings up the battle of Inchon (Korea); however, the only South American country to participate (Columbia) didn't enter that war until 1951, though there were foreign-born serving in the US military then.

Lots of possibilities for CNO in those links (some for Spanish); very few results anywhere for FDAQ. My only guess is a scholastic/sports event award.
