Depends on what is on the back. It could be a button, a pin, an adornment, etc. There had to be some way to attach it to something and if you can find evidence of that, you can tell.

Hard to tell on that one. Is that rust on the one side? It might have been part of a bigger piece. Like a brooch or something.
