The spelling of "colour" indicates its British. Rich Gold Colour is a quality mark indicating how thick a layer of gold they slapped onto it. And the construction indicates early-mid 1800's. Although we started making more of our own buttons by the 1830's and 40's some were I'm sure imported, and that's what this site estimates its age to be: Golden Age Gilt 1830s - 1840s RICH GOLD COLOR 3/4" - The Buttonmonger Antique & Vintage Buttons
I'm sure some more helpful clarification (or correction) will be added to my rough description.

At first I thought military, but lean more civilian flower button. It's not a thistle or tudor rose, and there does not appear to be room for having text going in a circle which is what we usually see. So to be military it would be an odd design having a normal looking flower, and it's marking would likely be a banner running through the center... which I can strangely make a small case for on the left side of the rose... but even if that was the case it's nothing that is familiar to me. It's quite a tease being a starburst, but I have seen other civilian buttons using that pattern.
