This design first appeared on a U.S. Navy uniform button which was introduced in the mid 1800's and remained in use until 1941. Since that time, it has frequently been copied for use on civilian blazers, jackets, and nautical sportswear. You can see several varieties at the Waterbury Button Co. website.
