Bullet old or modern?

I dug this up in a local park that is along a river, the park used to be wooded and I have found a lot of old shotgun shell bases there but this is the first bullet I have found. I though it was fairly modern but after cleaning it up I am not so sure. It has been shot so it is hard to measure but the diameter is ~.355 and the length is .698 it has two rings and a hollow skirt. I can't find my powder scale so I am not sure of the weight.

Modern .355 is 9mm. At the oldest 1901 when it was invented judging by the lube grooves 1960s ish-now.
