Bullet ID/Help

Hello,

Anyone have an idea to age or type of bullet in the pic? I found it this morning. I haven't seen any like it before. It appears that there where two "clasps" on it toward the base. Maybe to hold on a wad?

It looks like a toy I had 35 years ago. You put a bangcap in it. It had fins on it. Shaped like a bomb. You threw it up in the air and when it hit the hard ground it ignited the cap. It is missing the fins though.
