It's a fired bullet that has had the jacket peeled back so that it looks like a pin. The lead is encased in a copper jacket to keep from leading up the barrel of the gun that fired it. This replaced the greased lead bullet. Looks like your find started out as a hollow point. Need measurements in thousands of an inch to tell caliber.

it's a fired modern era bullet, I'd just throw it in the junk box.
