Bullet Help. CW?

I dug this in the wood chips of a tot lot at a fairly new school. It looks Civil War. I am wondering if this was from a war log that got shredded for the wood chips. Any ID help will be appreciated.

How fresh does the cut off part look, does it match the rest of the patina?

It is the same. Period for sure. 10mm I diameter .
