I'm gonna say a Burnside .54 cal 2 ring breech load

MentalMetal314 is correct... it is a civil war US .54 Burnside Rifle/Carbine bullet, unfired, and missing its metal casing. See bullet (and cartridge) #89 in the updated "Handbook Of Civil war Bullets & Cartridges" by James E. Thomas and Dean S. Thomas.
