🔎 UNIDENTIFIED Buckle, maybe, with 13 starred flag and sword

I can't seem to find any information on this piece. It is 3 inches by 2 inches and doesn't seem to be a buckle. You can see gold back and some red on the sword. Found in Massachusetts. Thanks in advance.

MaybeIt was to be worn sword tip down as some kind of medal? An old military metal late 1800's?
