Not sure if the size is correct or not, but it could be a riflemans sling buckle with the bar missing. Just a bit of a guess.

My vote would be a sash buckle. I dont see where the center pin that goes through a hole in a leather belt would be. Some sash buckles just had the material pulled through the buckle.
